**REMINDER** 1 April 2008 Event on Radio Spectrum
A public workshop on the study on optimising the use of the radio spectrum by the public sector in the European Union will be held in Brussels on Tuesday, 1 April 2008. The workshop is organised by the study consultants, a consortium led by wik-Consult GmbH. The draft agenda of the workshop and the registration form can be downloaded here [6]. The deadline for registration is 28 March 2008. We encourage EUTC members to attend if possible, but will provide information on the outcome of the meeting as it becomes available.

Driving Smart Metering Implementation in Europe - European Parliament Demo Set for 1 April in Brussels
The importance of Smart Metering for European energy organizations cannot be overstated as organizations look to implement next-generation technologies. In fact, Smart Metering will play a crucial role enabling the vision of Smartgrids, the upgrading the overall electrical grid – a major goal of the European Union. Smart Metering puts end users in the driver's seat, enabling them to better monitor energy use; which ultimately leads to lower customer costs with improved conservation, reliability and grid management.

To help take Smart Metering from concept to reality for members of the European Parliament, the European Utilities Telecom Council (EUTC) is staging an exhibition at the European Parliament on 1 April 2008 in Brussels which will be sponsored by Alcatel Lucent and Landis & Gyr. As leading Smart Metering vendors in Europe, their products will form a centerpiece of the exhibit by showing actual demonstrations of each company's Smart Metering application. This demonstration is coupled with a presentation by Iberdrola, a Spanish energy organization and EUTC member company, on the importance of the use of open standards in the provision of telecommunication services and their interface to energy and water meters in order to successfully drive implementation of large scale multi-meter solutions.

Results from Communication Technologies for Energy Efficiency Meeting
On 31 January 2008, Miguel Angel Sánchez Fornié, as EUTC Chairman, spoke during the opening general session of the Information and Communication Technologies for Energy Efficiency meeting. The results of the conference were published by the European Commission to show the enormous potential to improve energy efficiency via ICT through a concerted and coordinated multidisciplinary approach. This document is being released to EUTC members at the next EUTC board meeting and will be available for others in April on our Web site [7].

Call for Proposals Intelligent Energy Europe
Intelligent Energy Europe (IEE) has put out a call for proposals for funding for 2008. Projects that are considered capacity building; building and spreading of know-how, skills and methods; exchanges of experience; development of market and intelligence; policy input; awareness raising and information provision; and education and training are available for funding under Framework 7. Radio Frequency Identification Devices (RFID): Frequently Asked Questions Online
Frequently Asked Questions regarding the importance of Radio Frequency Identification Devices (RFID) issues in Europe can be found online here [9]. The site discusses the privacy and other issues associated with RFID and the rationale behind the push for implementing this technology.

EP Green Lights European Institute of Innovation and Technology
On 11 March 2008, the European Parliament (EP) adopted the Regulation establishing the European Institute of Innovation and Technology (EIT). Next steps include appointing the EIT's Governing Board and establishing Knowledge and Innovation Communities (KICs). The initial KICs are expected to include issues that will impact European energy companies, specifically renewable energy and next generation information and communication technologies. 8 EU Member States Ahead of the US in Broadband Deployment
According to the European Commission's 13th Progress Report on the Single Telecoms Market, Denmark, Finland, the Netherlands and Sweden are world leaders in broadband deployment with penetration rates over 30% at the end of 2007. Additionally, the United Kingdom, Belgium, Luxembourg and France all had broadband penetration rates of 22.1% - higher than the US. The report identified 19 million broadband lines added in the EU in 2007, which works out to be around 50,000 households added every day and an overall penetration in Europe of 20%. The report also found that the broadband sector generated estimated revenues of € 62 billion. Consumers will continue to benefit as the EU reduces the regulatory burden on broadband companies and competition in the industry in increases.

Mobile TV Increasing Across Europe
Mobile TV is expected to be a € 20 billion industry by 2011 and reach 500 million customers worldwide. To ensure Europe is poised to take advantage of this technology, the Commission added the Digital Video Broadcasting Handheld standard (DVB-H) to the EU List of Standards. The addition of DVB-H is another step towards establishing a single market for Mobile TV in Europe.

Ofcom Addresses European Parliament
In a February speech to the European Parliament, Ed Richards of Ofcom supported the concept of independent economic regulation in the Framework package. He also supported proposed reform to spectrum management in Europe as well as the proposed functional separation issue. To read his entire comments, click here [11].
